THIRD PERIODIC REVIEW OF THE COMMISSION’S RULES AND POLICIES AFFECTING THE CONVERSION TO DIGITAL TELEVISION (Dkt No. 07-91).

Congress has mandated that after February 17, 2009, full-power broadcast stations must transmit only in digital signals, and may no longer transmit analog signals. With this Notice of Proposed Rule Making (“Notice”), the FCC begins the third periodic review of the transition of the nation’s broadcast television system from analog to digital television (“DTV”). The FCC conducts these periodic reviews in order to assess the progress of the transition and make any necessary adjustments to the Commission’s rules and policies to facilitate the introduction of DTV service and the recovery of spectrum at the end of the transition. Here, the FCC considers how to ensure that broadcasters complete construction of their final, post-transition (digital) facilities by the statutory deadline.
