The FCC Media Bureau announced the effective date for Rules adopted in DTV Delay Act.

On February 20, 2009, the FCC adopted and released a Second Report and Order and Notice of Proposed Rule Making to implement the most time sensitive of the remaining actions necessitated by the delay in the digital television transition deadline.  The attached Public Notice the Media Bureau announces the effective date and comment date of the companion Notice of Proposed Rulemaking. The FCC has released lists of TV station responses to requirements for analog termination on February 17, 2009.

On February 11, 2009, the Commission released a Public Notice, FCC 09-7, identifying 123 stations which had indicated their intention to terminate analog service on February 17, 2009, and whose early termination was determined by the Commission to pose a significant risk of public harm. These stations were located in Designated Market Areas (“DMAs”) in which all of the major network-affiliated stations in the market would be terminating their analog service on February 17, 2009, or in individual communities within the larger DMAs where there would be a similar loss of network service. The FCC has announced certain conditions must be met before they’ll approve the termination of analog broadcasting by some analog TV stations.  These stations must respond by February 13, 2009.

On February 5, 2009, the Commission released a Public Notice in which it granted a partial waiver of the Third DTV Periodic Report and Order to permit television broadcast stations to cease analog broadcasting on February 17, 2009, despite the extension of the national DTV transition deadline to June 12, 2009 pursuant to the DTV Delay Act. The FCC has released a list of TV stations that intend to terminate analog operations on or prior to February 17, 2009.
