The FCC Media Bureau has received numerous questions concerning new procedures outlined in MM Docket 93-117, which amended the FCC Rules to permit moment method modeling computer modeling techniques for directional antenna system proofs of performance. The FCC Media Bureau, in two Public Notices, has announced a filing window for 67 vacant FM allotments reserved for non-commercial use and a freeze for minor-change FM applications.
The FCC Media Bureau announced a filing window for applications for noncommercial educational FM new station construction permits. The window is available for the existing, vacant FM allotments on Channels 221 through 300 that have been reserved for NCE use (See Attachment A). The window will open on February 19, 2009, and close on February 26, 2009. The FCC will soon accept applications for noncommercial educational station modifications that do not show protection for the NTSC stations that have ceased operation on channel 6.
